The Swedish citizenship test fee is confirmed: 2,000 SEK from 2027

The fee for the Swedish citizenship test has been circulating as a number on third-party sites for months, with nobody able to point at where it came from. It is now in the statute text in black and white. Section 6 of Förordning (2026:451) om medborgarskapsprov, as amended by Förordning (2026:1194), reads:

“Den som ska delta i ett medborgarskapsprov ska betala en avgift till Universitets- och högskolerådet om 2 000 kronor.”

(Anyone who is to take a citizenship test shall pay a fee of 2,000 kronor to the Swedish Council for Higher Education.)

Three things to know about the fee

It applies from 2027, not before. The regulation entered into force on 6 June 2026, but the transitional provisions are explicit: “Bestämmelsen i 6 § tillämpas för första gången i fråga om medborgarskapsprov som genomförs 2027” — section 6 applies for the first time to citizenship tests held in 2027. The 15 August 2026 sitting is not covered.

It is paid to UHR, not to Migrationsverket. These are two separate costs in two separate processes. The fee for the citizenship application is handled by Migrationsverket and has nothing to do with the test fee. Budget for both.

There is one exemption. The second paragraph of the same section reads: “Första stycket gäller inte den som är statslös och som har fått flyktingstatus eller resedokument av en svensk myndighet.” The conditions are cumulative — statelessness and refugee status or a travel document issued by a Swedish authority.

UHR has not caught up with the regulation

This is worth knowing before you go looking, because it reads like a contradiction. UHR’s page about the citizenship test still says:

“Information om anmälningsavgift kommer.”

The same holds for the next test date and for when registration opens. UHR’s website not naming the amount does not make the amount uncertain — it is fixed in a regulation. What is still missing is UHR’s practical guidance: how and when you pay, what happens if you do not show up, whether the fee is refunded if you withdraw. None of that is in the regulation, and none of it can be guessed.

If you have seen 2,000 SEK quoted before on sites that are neither UHR’s nor the Riksdag’s, that was an unsourced figure. It now has a source.

The bonus in the same regulation: eleven knowledge areas

With the regulation open anyway, section 2 is at least as useful as the fee provision. It lists exactly what the basic knowledge of Swedish society is to concern:

1. Historical events that have shaped Sweden
2. The significance of traditions for Swedish society
3. The Swedish welfare state
4. The labour market, working life and personal finance
5. The importance of the climate and the environment for Swedish society
6. Sweden’s democratic system of government, the constitutional laws and the Swedish legal system
7. Freedoms and rights, including equality, gender equality and the rights of the child
8. World religions, philosophies of life and the significance of freedom of religion for Swedish society
9. The role of the media in Swedish society
10. Sweden’s geographical and geopolitical circumstances
11. General knowledge of the EU and other important international cooperation

This is not a table of contents for Sverige i fokus, and the count does not match that material’s 13 chapters. It is something different and in some ways better: the legal boundary of what a citizenship test is allowed to be about at all. A topic that cannot be placed under one of these eleven headings has no natural place on the test.

Point 5 is the one that tends to surprise people. Climate and environment is rarely revised as a subject area in its own right, but there it is, alongside the welfare state and the legal system.

What to do now

If you are sitting the test in 2026, nothing changes for you. The fee first applies to tests held in 2027.

If you are planning for 2027, put 2,000 SEK in the budget on top of Migrationsverket’s application fee, and assume it is payable in connection with registration until UHR says otherwise.

If you are stateless with refugee status or a Swedish travel document, read the second paragraph of section 6 and keep the documentation that establishes it. How the exemption is to be evidenced in practice is exactly the kind of thing UHR’s forthcoming instructions need to answer.

Do not rely on second-hand figures. The regulation is published in full by the Riksdag: Förordning (2026:451) om medborgarskapsprov. It is short and worth reading, and unlike a summary it cannot have gone wrong somewhere along the way.
